What finally made exam anxiety and pacing feel less random?

I am trying to make exam anxiety and pacing more systematic. The framework I am testing focuses on a repeatable reset that returns attention to the task and decisive cue. My biggest issue has been waiting to feel completely calm before making a decision. What has helped you turn this into a repeatable decision instead of another list to memorize?
