using active recall instead of rereading still isn't clicking for me

Tbh this is one of the areas that keeps slowing me down. I know a sustainable plan for using active recall instead of rereading, based on recent performance and available energy matters, but then I end up changing the approach to using active recall instead of rereading before testing it long enough to learn anything. How would you break this down without turning it into another huge set of notes?
