least restrictive and least invasive care still isn't clicking for me

Tbh this is one of the areas that keeps slowing me down. I know the exact task in the stem, the decisive cue, and the safest supported action for least restrictive and least invasive care matters, but then I end up using a memorized shortcut for least restrictive and least invasive care without checking whether the scenario supports it. How would you break this down without turning it into another huge set of notes?
