building a four-week study plan still isn't clicking for me

Tbh this is one of the areas that keeps slowing me down. I know a sustainable plan for building a four-week study plan, based on recent performance and available energy matters, but then I end up changing the approach to building a four-week study plan before testing it long enough to learn anything. How would you break this down without turning it into another huge set of notes?
